Well-known retired judge and Madombidzha-born legal expert Judge Takalani Joseph Raulinga has been appointed as the inaugural Ombud of the Investigating Directorate Against Corruption (IDAC).
Judge Raulinga will be responsible for providing independent oversight of IDAC. His office is mandated to investigate complaints relating to abuse of power, improper conduct, maladministration and other matters involving IDAC, with the aim of strengthening transparency, accountability and public confidence in South Africa's fight against corruption.
Judge Raulinga was born and raised in Madombidzha in the Sinthumule area outside Louis Trichardt. He attended Madombidzha Primary School before continuing his primary education at Thifhulufheli Primary School. He later enrolled at Pax College in Polokwane before completing his secondary education at Mphaphuli High School in Sibasa, where he studied alongside the late Dr Tshifhiwa Muofhe and South African President Cyril Ramaphosa.
He furthered his studies at several higher education institutions, including the University of the North (Turfloop), the University of Zululand, the University of the Free State and Dalhousie University in Canada, where he pursued law and related legal studies.
He has dedicated more than 43 years to South Africa's justice system, serving as a magistrate for 24 years before spending a further 19 years on the High Court Bench. Throughout his career, he earned a reputation for his commitment to justice, accountability and the rule of law.
Speaking after his appointment, Judge Raulinga said it was a great honour to be entrusted with the responsibility of serving as the country's first IDAC Ombud.
“It is an honour to be given this responsibility. I will work independently and without fear or favour to ensure that justice is served. Corruption remains one of the greatest challenges facing our country, and I will work tirelessly with my team to fulfil the mandate entrusted to us,” he said.
The chairperson of the Zoutpansberg Community Development Forum (ZCDF), Patrick Sikhuthsi, whose organisation operates in the Sinthumule/Kutama area, welcomed the appointment and described it as a positive development for the country.
“We congratulate Judge Raulinga on his appointment and believe that his wealth of experience in the judiciary will greatly benefit South Africa, especially vulnerable groups seeking justice and the freedoms for which many people fought,” Sikhuthsi said.
